President Viktor Yushchenko signed a law tightening restrictions against pornography, despite protests from concerned citizens.
The Ministry of Justice sees abuse as unlikely, and maintains that pornography for private use is allowed (contrary to hearsay), though keeping with intent to do much else is illegal. But many are worried about the lack of a more objective definition, and that the law may easily be twisted to outlaw mere possession.
Pornography, as of 2003, is defined as the “vulgar, candid, cynical, obscene depiction of sexual acts, pursuing no other goal, the explicit demonstration of genitals, unethical elements of the sexual act, sexual perversions, realistic sketches that do not meet moral criteria and offend honor and dignity of the human by inciting low instincts,” according to XBIZ.
